Inclusion refers to serving children with challenges in the same settings designed for children without mental or physical delays. For preschoolers, this would mean placement in regular community preschool or childcare programs. However, inclusion implies more than merely integrating children with challenges into the same physical space as their non-disabled classmates. To be fully included, children with challenges need to be socially included, that is, to have opportunities to interact with other children and participate in the same activities as their typically developing peers. Placement of children in inclusive programs is also supported by federal legislation that calls for placement of children with physical and mental delays in the "least restrictive environment". |
