Fr. Paul Zahler, O.S.B, founded the International Institute on Mental Retardation in 1982. The mission of the Institute was to develop a partnership with various programs on a global basis in association with other organizations to exchange ideas, professionals and best practices.

Fr. Paul, through his consistent international programs, has achieved creative associations in countries like India, Germany, Poland, Trinidad and Mexico.
